The Gloucester County Amateur Radio Foundation (GCARF) is a 501(c)(3) public charity affiliated with the Gloucester County Amateur Radio Club (GCARC). Its objectives are to promote and provide public service communications, research and education within the amateur radio community. The Foundation raises funds through individual and corporate contributions and grants and primarily provides funding for projects and functions at the GCARC clubhouse.

The Foundation was formed in 2021 by the members of the Skunkworks team and is in the process of obtaining funding for several projects related to the development of the VHF station at the Clubhouse, as well as continued development of the WinLink system for public service communications.
